The PS4’s "Orbis OS" is a fork of FreeBSD. Technically, you can install Linux on a jailbroken PS4. Once Linux is running, you can install the RPCS3 emulator (which is primarily designed for PC). Then, you can load a Black Ops 2 PS3 PKG file (decrypted) into the emulator.
