Let’s be clear: Google’s Terms of Service embedding Google Maps tiles into third-party desktop GIS applications unless you use their official Maps SDK (which doesn’t exist for ArcGIS 10.8). Street View and Places API require an API key and billing enabled, but displaying tiles outside a web browser is a gray area.
