While you can download the ZIPs on any OS, you will eventually need a 64-bit Linux machine (RHEL 6/7, OEL 6/7, CentOS 6/7, or SLES 11/12) to run the installer.

Oracle requires you to accept the before downloading. Read it – you are allowed to use the software for development, testing, and prototyping, but not for production without a purchased license.

If you are starting a new project, do not choose 11g. Select 19c (Long Term Release). But for maintenance and legacy support, 11.2.0.4 is the gold standard.
